Scotland is probably the coldest,but it must share the title "wettest" with Wales.

The geographical location of the British isles dictates that as the prevailing winds hit the isles from a north westery direction, all land to the west of high ground will be subject to a higher than average rainfall. Therefore the rugged beauty spots of our island will probly get the highest rainfall.

Could I assume then "lancashire love" that the counties to the west of the pennine chain are the wettest places in England?

And where would be the coldest place in England

They get a heck of a lot of rain in the Lake District. The coldest in England must be just south of Hadriens Wall,about two feet south I would say. Lol

Peter is spot on according to the MET office. The Lake District is the wettest part of England, with an average annual rainfall over 2,000 mm
