No it's not a dying tree, it's a Paperbark Maple from Central China. As the bark peels and falls off the new bark starts to peel. The older the tree is the more red the bark is.

Queenswood Country Park (NT)

Queenswood is the only designated Country Park in the County. It has a 67 acre tree collection (arboretum) with over 1,200 rare and exotic trees from all over the world and 103 acres of semi-natural ancient woodland which is a site of Special Scientific Interest
