But I understand how older people need to hold on to as much independence as they can, which is great, as long as it doesn't effect the safety of others. |

It is quite possible that he has never had an accident or they would probably have banned him by now. It is much easier for the older people to get straight into a car and drive themselves somewhere than have to wait for public transport in all weathers. |
