Re Helmets Yes, they are in fact reinforced with, earlier a cork substance, and later, some sort of modern material. they are designed to make the policeman stand out in a crowd but have limited protective properties because they will come off the head if you as much as sneeze.

The later helmets have a webbing strap that actually fastens under the chin, but also a chinstrap, as seen above, which is worn for day to day patrolling. It does not look so 'threatening'
