Its actually called a 'lift', not a train. This one appears to be the East Hill Lift, as opposed to The West Hill Lift.

on Website it is mentioned as a Railway and cars ride up the cliff on Rails and Lift are Technically Travel Vertically up and down Web Site:- http://www.visit1066country.com/hastings/attractions/cliffrailway/
