The Wall of a Domestic Property on Romeland in St Albans

At first sight I found the colours on this wall on Romeland, in St Albans interesting, but then I began to wonder about the steps. There's no sign of a repair or filling in of a doorway on the very old brickwork and the garden on the other side is level with the pavement so, has someone gone to a lot of effort just for a joke?
