I am only surmising but I would hazard a guess that it is an Ordnance Survey Triangulation Pillar minus the top semi pyramid that we normally see. Underneath a trig pillar that we normally see is the very accurate pot marked brass bolt that is the exact point of the trig point. The concrete top is there to enable the easy use of the theodolite at a comfortable height for the observer and a datum point is inserted in the side of the pillar at the same time protecting the original stud point. Well " observed " Pat.
