This shot of St. Paul's Cathedral is taken from the south bank of the Thames, looking north when walking on the Millennium Bridge. You have to be quick before the crowd swamps you.

Been in and around St Paul's many times but never seen the bottom picture, where are the people walking to and from?

It's a ramp down from the top deck to the lower deck servicing the shops on the southern bank of the Thames. So it's a way from walking along the Millennium bridge and down to the next level and shops.
