Right Bob, they are facades as this section of the buildings was a venting point for the steam Underground locomotives, for smoke and steam, so the gap was filled by a false front. Behind them you'll still see the Underground lines and trains passing by.

 The 1931 design icon also mentioned-----it was when the Underground Map was designed as mostly seen today.
