Shooting RAW and using Photoshop Camera Raw can get amazing results with detail in shadows without increased noise. Having said that the silhouette created in your shot works well, but the jetty could be improved with the selective brush tool.

Nice shot, for me the silhouette effect works well without any additional shadow detail.
