He was the Delagate from Maryland who served for one year as President of Congress Assembled, under the Articles of Confederation, 1781-2. During his term, he'd done many things including establishing the US Mint, made Thanksgiving Day a national holiday, and founded the office of Chairman of Congress which was the fore-runner of the Vice Presidency. George Washington was first inaugurated in New York, and thence moved to Philadelphia for his 2nd Inauguration, like you mentioned above. |
