It would depend on what they were taking, if it was food, I'd offer to pay for it for them, if it was just some luxury item I'd report them to the store manager.

I happened to be in a store once in Atlanta ,saw a guy stuuf some luxury item in his pants,got the manager(a friend)and we chased him through the mall,tackled him and had security get him to jail,we testified in court and had  him put away...

Good for you Rick.

I have nabbed several shoplifters when off duty as a policeman. Now?  I would contact police or security.

It is not my job to judge them, let the courts sort that out.

I saw someone once in the local shop near my office. The shopkeepers were lovely & friends of mine - I went and told them & they caught him. As everything it depends on the circumstances and that moment in time.

Funny story about shoplifting - when Joe was 2 he wanted some sweets in the garden centre and we said no. He suddenly dashed for the counter, grabbed the sweets and made a run for the door! Just then his trousers fell round his ankles and tripped him up! Hopefully that was his one and only crime attempt - the lady on the till couldn't stop laughing!

You yell the "code" word, in my case it was "freight-train" and which door he's headed out, (such as east) over the loud speakers. ..and security will meet him there, here they can't prosecute until your actually out of the strore with the goods, depending on the cost, ....most stores simply ask for the goods back, or make you pay for them if it's not worth much...and stll take them back. They do put you on thier black list, and you can be band from ever shopping there again also. Now if it's the other way around...the store cheats on you..its considered good business.

I think I'd check the price of the stolen goods, meet the shoplifter outside and offer him/her 20% cashback! Alright, I'm only joking...
