So, basically targeting the money then, which common sense would tell you where/who they're aiming at.

you could read a lot into this information, ie

are these the most expensive areas to live,

are these the most gullable areas,

are these the most unsafe areas to live, visit or puchase items using credit cards,

are the inhabitants of these areas the most untrustworthy,

are the inhabitants of these areas most likely to put in claims,

are the inhabitants most likely to submit false claims.

Kensington, Chelsea, Victoria are the richest part of england without a doubt. I have no idea why liverpool street is on the list, perhaps they target tourists.
