Napoleon was declared and then crowned Emperor in 1804, if I'm on the right track I'm going to have to research further from here.

Something associated with an earlier career of Mr Hawthorn perhaps!! although not sure how Victor lines up other than nationality

I've come up with an Anglo-Russian agreement in 1803 against the French. Napoleon also sold Louisiana to the U.S. Where this all fits in, if it does I don't know. 

In 1804 the Russian  Persian war breaks out.

I dismissed the steam locomotive in favour of wars. Richard Trevithick was born in Cornwall, but his steam locomotive ran in February 1804 at the Penydarren Iron works in Merthyr Tydfil, Wales.
